The spark is there; the gas is not meeting it.
Clicking proves the igniter circuit is alive, so look at the burner itself. A cap sitting slightly off its seat, ports clogged after a boil-over, or a burner still damp from cleaning will all click without catching. Lift the cap, seat it flat, clear the ports with a soft brush and let everything dry. If that one burner still refuses while its neighbours light, the fault sits further back, at the orifice or the valve.
